Relief for former PNP Chief Oscar Albayalde came with the statement from Retired Brig. Gen. Manuel Gaerlan, a former police investigator. Gaerlan declared that there are no testimonies or pieces of evidence linking Albayalde to the controversial 2013 buy-bust operation in Pampanga, famously tied to the "ninja cops" scandal.
